The state agencies must support in standardization and capacity building in homestays. The communities should be incentivised and support should be provided to build a standard homestay with the basic necessities like attached bathroom with western toilets (min 30 sq. ft.), clean potable water, airy room (min. 100-150 sq. ft.), clean and hygienic bed linen, covers, towels etc.
The districts for homestay are classified as per the following categories: Category A Far Flung District from urban centres Category B Relatively easily accessible districts ‘Homestay Policy 2015 (Amendment II, 2017)’ has the following aspects: District Registration Committee headed by the District Collector shall be constituted with District Tourism officer as the member secretary. Three categories of homestays- gold, silver and bronze shall be decided by the recommendations of the committee based on visits to the units and facilities provided by them.
The validity shall be for two years The owner along with his family shall be residing in the unit The unit shall have a minimum of one rooms and a maximum of six rooms with not more than four beds per room with toilet facilities All units shall be considered under the residential category Uttarakhand Tourism Development Board (UTDB) shall assist in marketing and sales of the Incentives and Subsidies to Develop Homestays: Cash Subsidy towards infrastructure development – The department will give Rs.
50,000/per room per household (for maximum of 2 rooms per family) and Rs. 25,000/- additional towards attached bathroom development (2 max.). Town & Country Planning Dept. will charge no change of land use fees from the registered homestay units. Exemption from Luxury tax. Exemption from Sales tax/VAT (upto 3 years). • Domestic rates for electricity and water would be charged from the registered homestay units. 9. Cultural Tourism- Uttarakhand with its rich cultural heritage has immense potential to attract tourist. Cultural tourism can be promoted by documentation of the rich cultural heritage of the state covering fairs and festivals, traditional lifestyles and customs, dress, food and local cuisine.
