In March and April 1983 it had been decided that Rex Jackson would get $12,000 for the early release of Giofrelle, Falvo and Romeo, but the arrangement did not go as smoothly as planned. AFP telephone intercepts picked up Jackson telling Keith Harris that he had signed the papers for the release of the men, adding that ‘they will go down to the Governor on Tuesday’.
A week later Jackson was heard complaining to Harris: ‘The bloody Governor, I sent them down last week. He normally signs them straight away and the bastard didn’t do it with this one.’ The Governor was not the only one to fall out with Jackson; the Minister was also angry at the performance of his department. Harris was heard apologising for the delay in releasing the three prisoners and telling Fayez Hakim that Jackson said the delay was ‘a disgrace and he’s making a change in the department [so] that that could never happen again’.
Mr X, a self-confessed lieutenant of drug boss Bob Trimbole, also paid for an early release. Mr X had been arrested and jailed after an early- morning car chase and shootout with police in Sydney. When caught he was found to be in possession of 80 kilograms of hashish. According to evidence given by Mr X at Rex Jackson’s trial, he bought his way out of jail in November 1982.
Later he paid $2000 for his licence to be varied so he could travel overseas to arrange drug importations, and he paid another $8000 to prevent the licence being revoked when he was arrested on drug charges. After buying his own freedom Mr X became an active participant in the early release scam, identifying other criminals who were willing to pay for their freedom. The former judge John Foord gave secret evidence to the Slattery Commission. According to John Dowd, speaking in parliament in December 1986 as a member of the Liberal Opposition, Foord admitted to the commission that ‘he had made representations to Mr Jackson on Mr X’s behalf, seeking his original release on licence’.
Neville Wran later admitted that he had known of and feared the consequences of Jackson’s gambling habit. It was this fear that had prompted him to keep the Minister away from portfolios he considered a risk, such as those involving large tendering projects, in which Jackson’s gambling and indebtedness could be exploited. Apparently Wran never considered the possibility that criminals involved in the drug trade might corrupt public officials in their efforts to keep or obtain their freedom.
Released from jail in November 1990 after serving three years, Jackson was soon in contact with Domenico Sergi (born 3 March 1939) who, along with his brothers, had been found by the Woodward Royal Commission to be a senior member of the organisation responsible for the Calabrian cannabis crops and the murder of Donald Mackay. Although the contact continued, the nature of the relationship is unknown.
