The concessions he\u2019d given Blake Hess were no big deal. His case against the Hesses was as strong as ever\u2014he still had his polluting birds in hand\u2014he\u2019d just been momentarily tempted by a murderer in the bush. Who cared if Blake Hess wouldn\u2019t do any jail time, the other two Hesses surely would.<\/p>\n

And who cared if Blake got to keep the bank, and a few thousand acres of forestland\u2014all three of the Hesses would forfeit everything else they owned. Millions and millions of dollars. This is going to be a win for me, the U.S. Attorney assured himself\u2014and still \u2026he felt like a dupe. The following morning, as the courthouse filled with spectators and court was being called to order, something even more incredible happened: Walton Hess Jr. and his son, Mark were not in the courtroom.<\/p>\n

When questioned by the judge, the Hesses\u2019 lawyers admitted they had no idea where their clients were, they fully expected them to be in court this morning. When Blake Hess and his new lawyer were questioned, their responses had been the same: no idea. Not long after, the judge had issued a bench warrant for the two defendants, and sent the U.S. Marshals Service to find them. Under normal circumstances, the Culebras County Sheriff\u2019s Office would have handled the job, however, Sheriff Black was being investigated for collusion\u2014not that anyone in town was surprised.<\/p>\n

Court had been recessed at that point until the two defendants were located. The following morning, they were still in recess. Walton and Mark Hess had both disappeared. Now this is where the story gets a little convoluted, but then again, most legends vary in one way or another. The version of the story that most people around Lakes End believed is as follows: The night before they were due in court, in the wee hours of the morning, Walton and Mark Hess paid a visit to the Hess Bank & Trust, emptying the vault of millions in cash.<\/p>\n

Oddly enough, they had left a withdrawal slip in the vault, claiming the money taken was from their own personal accounts.<\/p>\n

The Federal Water Pollution Control Act of 1948 was the first major U.S. law to address the dumping of toxic waste into the nation\u2019s lakes and waterways\u2014it was a weak and futile attempt that was both under-funded and under-enforced. It did very little to protect the nation\u2019s environment. In January of 1969, an oil drilling platform six miles off the coast of Santa Barbara, California experienced a blowout, dumping an estimated 100,000 barrels of crude oil into the sea.<\/p>\n
