He is simply incapable of imagining a revolt on board the ship (against the colonial power). So even as he misreads the situation and the captain seems to confirm his misreading as correct\u2014\u201cdoubtless, doubtless, Se\u00f1or\u201d\u2014Delano is also doubtless, that is, he does not doubt his perceived reality of a situation that needs his aid, which is actually a revolution that wants him gone.28 And every seeming validation on the part of Benito Cereno (\u201cdoubtless, Se\u00f1or\u201d) is actually a direct indictment of Delano\u2019s perception which is doubt-less, but he remains impervious to the meaning of the captain\u2019s literal words, just as he is impervious to gloom.<\/p>\n

\u201cInnocence is a kind of insanity,\u201d Greene says. People in both the embassy and Washington began to worry that Martin had grown unbalanced. Some suggested he be removed for health reasons. Some, including a number in his own embassy, believed him to be \u201cmad as a March hare and just about as elusive.\u201d The concern was not with his continued \u201chawkishness, since State was hardly a covey of doves, but with his unshakable, almost eerie optimism,\u201d wrote journalist Robert Sam Anson in New Times just after the end.<\/p>\n

Congress was about to refuse aid for the last time and insist on an evacuation, and Martin ignored it. A former aide said Martin ignored everything and \u201cmight just as well have been on the moon,\u201d which in fact was just where Martin had said he liked to imagine himself, as a \u201cdispassionate observer viewing Vietnam as from a seat on the moon.\u201d29 On April 13, Radio Hanoi issued a warning that, if Americans wanted to evacuate Saigon, they had better do so immediately.<\/p>\n

The PAVN was advancing according to plan, and General Truong admitted that senior levels and all other ranks of the ARVN were \u201cpermeated with defeatism.\u201d30 Martin wrote to Kissinger to say it was easy to see how a sense of defeat \u201cwould be reached by listening to the broadcasts and reading the newspaper dispatches,\u201d but that \u201cobjective observations on the ground in Saigon on both the political and military fronts justify at the very least the Scotch verdict\u2014not proven.\u201d<\/p>\n

We should be faithful, he told Kissinger, not so much to the intelligence as to those underlying realities that have been concealed by the information \u201cthat has for so long obscured the perception of the actual realities in Vietnam,\u201d suggesting to him that the morale of the ARVN was not likely to suddenly collapse.<\/p>\n
