Thanks to Lemkin\u2019s efforts, on December 9, 1948, the United Nations gave approval to the Convention on the Prevention and Punishment of the Crime of Genocide (CPPCG) and established genocide as an international crime, a crime against humanity which is punishable.<\/p>\n<p>The United Nations convention declares that there shall be no immunity for persons who commit genocide, whether they are rulers, public officials or private individuals. The UN takes genocide to mean any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: (a) Killing members of the group; (b) Causing serious bodily or mental harm to members of the group; (c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; (d) Imposing measures intended to prevent births within the group; (e) Forcibly transferring children of the group to another group.[57] Either intent to destroy or the actual physical destruction in whole or in part constitutes in itself genocide.<\/p>\n<p>With this background knowledge, we can now wade into an inquiry as whether there was genocide in Biafra or not. Designation of mass murder of a people as genocide has been a matter of great controversy. While victims of such crimes can readily acclaim it as genocide, its perpetrators and their supporters tend to play it down. This was recently demonstrated in the face-off between the French and Turkish Governments. The murder of over one million Armenians by Ottoman Turks in 1915-1916 was recognised as genocide by many countries and France wanted to outlaw its denial as genocide.<\/p>\n<p>The bill when it becomes a law, \u201cwould criminalise publicly denying that the mass killing of ethnic Armenians by Ottoman Turk forces in 1915 was a deliberately organised genocide.\u201d[58] Whoever denies it, would be imprisoned for one year and pay a fine of 45,000 Euro.
