OceanofPDF.com The paradox of the Soviet economy is that the suppression of the indirect, commodity-money relation has not only not contributed to strengthening its planned character, but has, on the contrary, undermined the state’s capacity to plan.
The ruling élite’s imperious desire directly to control economic life has resulted, in practice, in the loss of control. The 1965 Kosygin economic reform,2 with its declared goal of broadening enterprise autonomy and strengthening the role of commodity- money relations, was not radical, and its declared intention was far from realized. The reform was implemented in a partial, piece-meal, non- comprehensive manner.
It only very slightly affected the organization of national planning, the organizational structure of the ministries, the forms of economic circulation, the incentives for technological progress. The necessary conditions for the development of economic competition between cost-accounting production units and their relations, as an organic element of management of the economy, were not created.
The resulting economic mechanism does not ensure the necessary dynamic balance of the national economy, the necessary combination of the two apparently exclusive, but, in fact, mutually reinforcing, principles: stability over a specific period of time of the most important, national economic proportions and fluidity of micro-proportions in response to constantly changing conditions of the current process of production and circulation.
The paradox consists in that the existing system of management shackles the autonomous economic activity of the primary links of the national economy, while it is unable to achieve genuine centralization and stability of the necessary national-economic parameters of reproduction. With the vast accumulated productive potential of our country and the lengthy period of time required for its reproduction in natural-material and value forms, it is necessary to ensure stable proportions that reflect the fundamental parameters of reproduction (accumulation and consumption, compensation [vosmeshchenie] of departments I and II, etc.).
These long- term, national-economic proportions constitute the economic horizons of development of production and its effectiveness over middle-range and annual cycles of production. y p The existing practice of planning fails to fulfill these tasks and demands at the necessary level.
