. . to make derogatory remarks about the Zionist movement.” In this letter she made explicit the view of the Zionists of America that their program was “vital for cultural renaissance in the diaspora.” In her view, “mutual respect and regard have always been fundamental tenets of Jewish life” and “those of us who have seen them whittled away have also noted with no little dismay that their lack very often undermines deeply the values which we all share.”9 That there might also be real differences in priorities and values was not addressed.

The continuing struggle to establish dominance over those in the Zionist movement who had invested deeply in the efforts to create a state, but whose positions were based outside its borders, became evident in Ben- Gurion’s relationship with Nahum Goldmann during the 1950s. In 1956, Goldmann met with Ben-Gurion to discuss whether he should accept the presidency of the World Zionist Organization.

His hesitation was based in part on recognition that the office would prevent his being able “to talk frankly publicly about foreign political matters of Israel and eventually also to criticize Israel’s foreign policy.” The memo of the meeting, which summarizes their discussion and frank acknowledgment of significant differences with regard to Israel’s policy, also states that Ben-Gurion had assured Goldmann that if he took the position, which would lead to his being based in Jerusalem, he would be kept closely informed by the prime minister and by his foreign minister, Moshe Sharett.

It was evident that central to Ben-Gurion’s concerns was the ongoing Arab-Israeli conflict and disagreement with both Goldmann and Sharett on that subject. Goldmann did accept the position, but the relationship remained conflicted.10 In 1960 the conflict surfaced with regard to the capture of Adolf Eichmann. Goldmann’s critique of Israeli plans for the trial generated an angry response from Ben-Gurion.

Yet core conflicts have remained resistant to change. Fifty years ago, when I wrote my dissertation on “Government and Society in Rural Palestine, 1920–1948,” I hoped to understand how it was that Palestinian Arabs “lost” their homes in 1948 despite their numerical superiority both in demography and in land ownership.
